Mission Structure for the Licensing of Renewable Energy Projects 2030

On 26 March, Council of Ministers Resolution no. 50/2024 was published, creating the Mission Structure for the Licensing of Renewable Energy Projects 2030 (EMER 2030), presented in line with the goals of the PNEC 2030.

In addition to presenting the management structure and its powers, the Resolution sets out EMER 2030's objectives, namely:

a)    consolidate and operationalize the legal and regulatory framework applicable to electrical, environmental and municipal licensing for renewable energy projects;
b)    prepare a manual of procedures to support and simplify the licensing procedure for self-consumption and renewable energy communities;
c)    develop a one-stop shop for licensing and monitoring renewable energy projects;
d)    draw up an annual calendar for the allocation of new capacity for renewable energy projects, based on the "Renewable Energy Acceleration Areas" Sector Program, yet to be presented;
e)    ensure the proper coordination and technical support for the teams from the Directorate-General for Energy and Geology (DGEG) and the Portuguese Environment Agency (APA).

The EMER 2030 board will be assisted by a Monitoring Committee, which will be coordinated by DGEG and APA and made up of representatives from various entities with responsibility in the areas of the environment, land use planning, the sea and cultural heritage, as well as local authorities.

This resolution enters into force on 27 March, 2023.
