COVID-19 travel restrictions for non-EU citizens in Montenegro

1. Requirements for entry and proof of vaccination

Regarding entering Montenegro, the necessary information can be found here. Note that these requirements are subject to change according to the COVID-19 situation.

As per the rules currently in force, Montenegrin citizens entering Montenegro from the Republic of Serbia, Republic of Kosovo, Bosnia and Herzegovina, Republic of Croatia, Republic of Albania, Russian Federation, Republic of Belarus, Ukraine, Republic of Northern Macedonia, EU member states, Israel, Swiss Confederation, Republic of Moldova, Norway, and Republic of Kazakhstan, as well as the citizens of those countries and foreigners who have a permanent or temporary residence or have resided in those countries for at least 15 days before entering Montenegro, may enter Montenegro without having a new coronavirus test (SARS-CoV-2) or evidence that they have been vaccinated with a second dose of the new coronavirus vaccine at least seven 14 days before entering Montenegro, subject to health measures, in accordance with the Institute's health warning.

2. Entry of Ukrainian citizens

Therefore, citizens of Ukraine may enter Montenegro with no vaccination requirement (i.e. a certificate or a COVI-19).
Other foreign nationals may enter Montenegro if provided with:

  • a negative result of a PCR test for the new coronavirus (SARS-CoV-2), issued by a registered laboratory and not older than 72 hours;
  • a positive result of a serological test-IgG antibodies, issued by a registered laboratory and not older than 30 days;
  • a negative result of a rapid antigen test for the new coronavirus (SARS-CoV-2)-BAT, mutually recognised by EU member states on the Joint List of Rapid Antigen Tests published by the European Commission, issued by authorised laboratories and not older than 48 hours before the time of entrance;
  • evidence of being fully vaccinated with the prescribed number of doses of vaccine against the new coronavirus at least 14 days before entering Montenegro, issued by authorised health institutions; or
  • a positive result of a PCR test for the new coronavirus (SARS-CoV-2) issued by a registered laboratory not older than 14 days before the date of entry and not older than 90 days before the date of entry, confirming that the person has recovered from COVID-19 infection.
