Paul Silver is a partner in the Technology and Outsourcing practice at CMS London.  Paul advises both publicly listed and private companies on technology, commercial law and intellectual property matters, with a particular expertise in large-scale information technology and business process outsourcing projects. Paul has experience advising clients in a variety of sectors, but his principal focus has been on the financial services, technology, telecommunications and utilities sectors. Paul has previously worked in-house as a senior outsourcing lawyer for a large first tier US based IT services supplier. Paul is dual qualified in Australia, and England and Wales. 

Having studied Computer Science as well as Law, Paul is noted by clients as having an excellent understanding of the technology aspects and commercial imperatives of the transactions that he advises on. Paul has won “Advisor of the Year” at the 2015 National Outsourcing Association awards in London, in recognition of his lead in advising HPE on a multi-billion dollar outsourcing transaction.

  • Lead advisor to HPE on its recently announced landmark USD 3.8bn US dollar 10-year IT outsource deal for a global investment bank to provide global consolidation and operation of data centres, associated IT infrastructure and migration to more modern cloud-based technologies.
  • Perform Group on its multi hundred million pound development and procurement of a complex multi-sourcing project with multiple suppliers for its landmark online platform for distribution of live sport platform ‘Dazn’.
  • HPE on a range of other IT and BPO supply agreements to major corporate and financial customers.
  • An insurance company on its establishment of an ‘insuretech’ business including procurement and negotiation of various IT services for bespoke services from suppliers.
  • A leading bank and insurance company on its GBP 200m+ IT transformation project with multiple suppliers including Infosys, IBM and Accenture to develop, replace and provide on-going support for its retail and corporate legacy IT banking systems.
  • A major investment bank on the procurement of its disaster recovery services for its trading platform.
  • An airport operator in relation to various procurements at London airports including electronic barriers, runway incursion detection systems and mobile agreements with all the major operators.
